As adam said, You use VCC to verify your paypal account. There is no point in buying paypal account.
It's not only illegal but you will also feel uncomfortable in having paypal account with other person name.

Why not you verify your account.

It is better to verify your account instead of buying others verified paypal account. If you are not able to verify yours, then make a deal with the person with whom you are buying.

Simple, ask him / her to let use it and pay him a percentage.

This way, both of you will be happy.

Even more you need the debit card of that person if you want to withdraw the money in a bank account. The bank account cannot be accesed only by the man on which name is created. So you won't find it very usefull.
You should pay a visit to the bank and make a card. Is very cheap. If you are not major make an account on a relative name. A close one.
